We are seeking aWIC Program Managerwho will be responsible for the planning, coordination, and implementation of the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). In cooperation with the Director, the program manager ensures responsibility, accountability and integrity in all operational and fiscal matters, personnel actions and regulatory compliance related to WIC Program operations. The JH WIC program currently has eight WIC service sites and nine outreach locations. Duties for this position include, but are not limited to,

Specific Duties & Responsibilities

Supervision

  • Perform supervisory functions to include interviewing, selecting, evaluating, disciplining, and staff development and training.
  • Leads monthly management meetings with all sites and supervisors.
  • Directly supervises WIC Clinic Manager.
  • Development of local agency policies and procedures such as overtime policies, time studies, LEP (Limited English Proficiency) reports in compliance with JH policies and in coordination with BSPH HR offices.

Planning and Coordination

  • Assesses client community needs, coordinate services and referrals with other programs and services and plan for the expansion of WIC services, as necessary.
  • Oversight and manage all clinic sites, including determination of clinic sites, hours of operation, and resolve any scheduling issues with Operations manager.
  • Contributes to writing of WIC Outreach Plan and Nutrition Plan.
  • Maintains liaison and coordination with state WIC agency and attend state mandated trainings, conferences and workshops.
  • Coordinate the administration of the WIC Program in compliance with state law and other WIC agency recommendations by approving educational materials, WIC outreach activities, ordering supplies and obtaining written request for equipment approval from state.

Evaluation, Monitoring and Compliance

  • Develops operational policies and procedures to ensure compliance with State, Federal and local statutes, and regulations and with final approval from the WIC Director.
  • Provide guidance to site managers in regard to administrative and State and local policy changes and follow-up to ensure proper interpretation and implementation.
  • Monitors appointment scheduling systems and (daily) caseload at each site and overall performance in effort to achieve and meet assigned caseload of as 97% requirement by the state. Routinely keeps Director apprised of any deviations from planned numbers.
  • Ensures that all sites and staff are prepared for the Management Evaluation, sends pre-evaluation questionnaire and other reports to the State before site visits and responds to any findings with a written corrective action plan for each finding in consultation with the director.
  • Ensure that the clinic follows waivers and that permits are current.
  • Directs quality assurance and improvement activities as outlined and agreed upon with Director.

Communication and Reporting

  • Oversees time studies review, completion, and submission.
  • Serves on community advisory boards and committees such as the WIC Association of Maryland and BMore for Healthy Babies Coalition.
  • Provides guidance to Director on the capacity of the agency to host external research studies.
  • Prepare and distribute appropriate management reports and oversee the accuracy and completion of agency reports and records.
  • Handles abusive participants and prepares sanctions if needed.
  • Respond to any discrimination complaints from participants and diffuse if possible; ensure that all discrimination complaints are sent to the state within the required time limit.
  • Prepares documentation for state Fair Hearings and represents JH WIC at hearings.
  • Fiscal Oversight
  • Work cooperatively with JH facilities, finance manager and Director on lease and rental agreements and renewals.
  • Negotiates Memorandum of Understanding (MOU) with partner organizations as needed in consultation with financial manager and Director.
  • Maintains equipment inventory.
  • Works closely with financial manager and Director to develop and monitor budgets.
  • Monitor financial statements, approve purchases, and ensure invoices are submitted correctly and on time.
  • Assists with external and internal financial audits.
  • Ensure that all contract requirements are in line with the USDA guidelines.

*Must be flexible and willing to travel to various locations.



Minimum Qualifications
  • Bachelor's Degree in Nutrition, Health Education, Community Health, Public Health, or a related field.
  • Five years related experience, including demonstrated supervisory or lead responsibilities.
  • Additional education may substitute for required experience, and additional experience may substitute for required education to the extent permitted by the JHU equivalency formula.
  • Knowledge of maternal/preschool nutrition; ability to communicate effectively orally and in writing.
  • Able to work with diverse and low-income populations.

  • Demonstrate basic ability to use computer system.
  • Excellent time management, communication and organizational skills.

Starting Salary Range: $55,800 - $97,600 Annually (Commensurate with experience)
