Qualifications
Education and Experience
  • Bachelor's degree from an accredited college or university in Civil Engineering, Traffic Engineering or related field.
  • Ten (10) years of experience in analysis of traffic related issues, design of transportation projects, regulatory experience and/or knowledge with State and Federal agencies, project management, cost estimating and scheduling; a Master's degree may be substituted for two (2) years of experience.
  • Four (4) years of experience in supervision/management of large and diverse group of staff.
Licenses or Certifications
  • Florida Professional Engineer License or registration as a Professional Engineer in another state and successfully obtain Florida P.E. Registration within nine (9) months of hire.
  • Must possess a valid state driver's license and obtain a valid Florida driver's license within thirty (30) days of hire.
  • Must obtain and maintain Intermediate Maintenance of Traffic/Temporary Traffic Control certification from an approved trainer within six (6) months of hire or promotion.
Key Responsibilities
  • Performs or delegates and oversees various traffic related studies and analysis relating to safety and congestion on City transportation network. Examples include speed studies, signal warrants, 4-way stop analysis, signal timing, accident evaluations and access management. Assists in design, plan review, cost estimating, and contract management of capital projects relating to results of studies.
  • Oversees short-range and long-range transportation planning efforts by providing transportation modeling and review, coordinates joint multi-modal transportation efforts for with Lee County Metropolitan Planning Organization (MPO), Florida Department of Transportation (FDOT) and Lee County, and evaluates/reviews traffic impact statements.
  • Directly supervises staff consisting of engineers, transportation planners, project coordinator, inspectors and Traffic Operations Supervisor. Oversees staff work consisting of preparing work order for traffic control devices, obtaining volume and turning movement counts, responding to citizen's requests, installing/replacing signs, updating/repainting pavement markings, and the like.
  • Administers personnel functions for Traffic Engineering/Operations Division including development of performance measures and providing evaluations of key staff, oversight on evaluations of other staff, performs hiring interviews of staff, provides regular and frequent verbal feedback to staff on work performance, establishes process of staff cross-training and provides opportunity for staff training in new skills and/or updating existing certifications.
  • Assists in the management and administration of the capital and operating budgets for the Traffic Engineering/Operations Division, and programs and special projects as directed. Approves purchasing requisitions for the Division.
