CSE Purchasing and Payroll Specialist
Salary range: $50000.00 -- $58000.00, depending on education/qualifications/experience

This is a temporary position for one year, with the possibility of extension depending on the needs of the college.

Description:
This position is a part of the College of Science and Engineering's Payroll and Purchasing Support Team and will serve as a float position, covering duties in purchasing and payroll support as needed by the college. It is responsible for receiving, evaluating, processing, and monitoring a variety of requests for purchasing and payroll functions. This may include covering leaves of absence both within the CSE Payroll and Purchasing Support team and in the units within CSE on a temporary basis or taking on semi-permanent assignments in one or more categories as the needs to the college change.

In a purchasing capacity, this position may be responsible for receiving purchasing requests directly from employees within departments, ensuring the correct purchasing method is being used, corresponding with, and providing guidance to the requestor to resolve issues, and reviewing the request in terms of departmental and University policy and procedure before completing the appropriate entry into EFS PeopleSoft or other purchasing services. This position will also include tracking and monitoring the progress of system statuses to ensure compliance with departmental and University deadlines as needed.

As a collegiate payroll specialist this role may be responsible for monitoring our systems for payroll requests sent by our departments and centers, ensuring both the correct Collegiate and University policies and procedures were used, advising unit contacts on next steps for resolving issues, trouble-shooting questions with team leadership and OHR, correcting errors, and reviewing payroll verification reports. It also serves as time and absence administrator for the college, verify collegiate I-9s, and create and edit positions through position management.

As a unit payroll specialist, this role may work directly within CSE departments to manage their internal payroll tasks and is responsible for tasks such as payroll on-boarding for new employees, I9 coordination, visa requests, coordinating appointments for graduate students and fellowships for each term, and reviewing payroll data on a regular basis.

Breakdown of Duties

Purchasing duties, as assigned (0-100%, average of 33.3% over time):
* Requisition and Purchase Orders
* UMarket
* Amazon Business Account management
* Check Request Forms and Single Payment Vouchers
* PCard purchasing and PCard reconciliation
* Chrome River entry
* Departmental deposits

Payroll support, as assigned (0-100%, average of 66.7% over time):

Collegiate payroll support (0-100%, average of 33.3% over time):
* Receive requests for payroll actions from unit payroll partners.
* Review all documents to ensure collegiate and university policy and procedure were followed.
* Work directly with departments and centers to trouble-shoot and resolve issues with documentations or requests.
* Work with team leadership and OHR as needed to best method for entry as one-off situations arise.
* Complete entry of payroll request into PeopleSoft HRMS.
* Update position management numbers in HRMS as requested by units.
* Verify I-9s for new employees (both citizen and non-citizen).
* Complete distribution and retro distribution update in HRMs.
* Review payroll verification on a biweekly basis, note errors, and work with the appropriate parties to seek resolution.
* Maintain internal payroll documents ensuring information is archived appropriately.
* Participate in clean-up efforts in off-payroll seasons as directed by team leadership.

Unit payroll support (0-100%, average of 33.3% over time):
* Manage coordination of fall, spring, and summer payroll entry with faculty members. This includes close collaboration with the accounting team to prepare reports and other materials for faculty to utilize while making appointment decisions.
* Serve as unit expert on payroll policy.
* Mediate, as needed, with faculty, staff, and students to help them understand policy and process implications.
* Oversee all aspects of preparing payroll documentation for entry by college staff. In conjunction with the unit accountant, review, verify, and correct faculty, staff, and student appointments, terminations and other changes to salary as needed.
* Work with faculty and staff, providing direction on HR/Payroll functions. Serve as primary staff responsible for I-9 verification.
* Maintain student appointment records.
* Coordinate and review Position Management process. Lead internal auditing and quality control activities, including auditing payroll abstracts.
* Compute and enter distribution changes (including complex retro distributions) at the direction of supervisors.
* Assist the administrator with recruiting responsibilities including paperwork preparation, HRMS recruiting tasks, and communications with the Dean's Office.
* Assist the administrator with onboarding and offboarding new employees.

Qualifications

Required Qualifications:
* BA/BS or a combination of related education and work experience to equal four years
* Must be able to pass competency-based testing upon completion of training.
* Documented problem-solving, attention to detail, and customer service skills.
* Demonstrated excellent oral and written communication skills.

Preferred Qualifications
* Transactional experience in payroll, I9, or the J1/H1B visa application process in higher ed or similar industry
* Experience with payroll systems and complex payroll transaction processing.
* Experience working in higher education.
* Experience with the University's HRMS to include appointment entry.
* Experience with University payroll and budgets for a variety of appointments and funding sources.
* Experience with 9-over-12 appointments.
* Experience with employee reimbursement processing OR Pcard reconciliation OR requisition processing.
* Knowledge of University policies, procedures, and systems.
* Ability to be highly organized, detailed-oriented, and capable of handling multiple projects simultaneously.
* Ability to work independently and as a member of a team.
