Manager Public Safety Training

Major Responsibilities:
  • Develops and deploys an integrated and multi-modality performance-management training framework for delivery to: all Public Safety Officers and security support staff to include, but not limited to new employee training, annual training, remedial/refresher training, new equipment training, and new policy/process training; selected caregiving teams with patient and public-facing interface; and other functional teams with touchpoints to safeguarding people, property, assets, and interests.
  • Responsible for creating and distributing training materials such as manuals, job aids, checklists, response cards, job books, web-based instruction, etc., to contribute to consistent and repeatable service delivery by a highly trained, proficient, productive, safe, compliant, and effective public safety team.
  • Develops and deploys an integrated and multi-modality Workplace Violence Prevention (WPV) Training Program for AAH's employees that is best-in-class for WPV prevention; managing aggressive behavior; recognizing & reporting workplace violence indicators; and mitigating risk factors by incorporating lessons learned from incidents and near misses into tailored prevention & response protocols. All training strategies and programs will be designed for the ultimate purpose of reducing the number of WPV incidents and their severity.
  • Conceives, develops, and deploys a coherent and integrated training program: Manages "train the trainer" program (De-escalation, physical tactics, Conducted Electrical Weapon (CEW) and firearms). Performs cause, knowledge, or gap analyses to help determine appropriate training delivery options. Develops and deploys security effectiveness dashboard tools and competency trackers that measure and monitor key performance indicators, identify training deficiencies, and drive collective operational excellence of officers and leaders. Solicits and analyzes feedback to increase effectiveness of training through focus groups, subject matter experts, and other methodologies.
  • Creates/procures required training materials, which may include hard-copy manuals, training aids, simulation software, computer-based training modules, and security awareness, training and education materials: Officer-level topics include but are not limited to customer service, post procedures, report writing, patrolling, managing aggressive behavior, policy application, emergency response, evidence handling and preservation. Leader-level topics including but not limited to organizational effectiveness and analysis, risk-based staffing, incident reporting, inquiries and investigations, performance management, technology integration, operational readiness, program integration, and leadership.
  • In conjunction with other key members of the Public Safety team, works from risk analyses, incident reports, investigations, root-cause analyses, survey data, and site visits to thoroughly understand the operating environment and to identify high payoff opportunities for both locally tailored and system-wide training. Liaises with other functional areas across the enterprise and recommends joint ventures that achieve synergy and improve security. Assists in the design and coordination of major training events such as active-shooter and security-related emergency response drills and exercises. Assesses effectiveness of risk-mitigating training strategies and adjusts as appropriate.
  • Measures the effectiveness of training delivered and re-engages when appropriate. Ensures compliance with federal and state security and risk regulations including DNV, CMS, HIPAA; other state laws related to workplace violence prevention; and peer/industry counterparts to identify and leverage best practices. Makes recommendations regarding the allocation of the organization's resources and helps craft policies, procedures, and programs that improve the department's performance in all key performance areas.
  • Represents Security and Public Safety in a variety of situations. Fosters a culture of execution, accountability, and continuous improvement across the team. Collaborates congenially and contributes to a climate of cooperation across the department. Supervises a team of 9 Trainers, each of whom have a direct reporting relationship to the Manager (for consistency, coherence, expertise, and standardization) and who have a dashed line reporting relationship to Regional Security Directors.
  • Performs human resources responsibilities for staff which include interviewing and selection of new employees, promotions, staff development, performance evaluations, compensation changes, resolution of employee concerns, corrective actions, terminations, and overall employee morale.
  • Develops and recommends operating and capital budgets and controls expenditures within approved budget objectives.
  • Responsible for understanding and adhering to the organization's Code of Ethical Conduct and for ensuring that personal actions, and the actions of employees supervised, comply with the policies, regulations and laws applicable to the organization's business.

Licensure, Registration, and/or Certification Required:
  • None Required.

Education Required:
  • Bachelor's Degree in Criminal Justice or related field.

Experience Required:
  • Typically requires 5 years of experience in Instructor/Trainer in private sector security, public safety, law enforcement (local, state, or federal), or the military.

Knowledge, Skills & Abilities Required:
  • Experience designing content/curriculum and delivering effective training instruction to a variety of audiences, developing viable training plans that result in optimal allocation of limited resources.
  • Demonstrated ability to analyze complex environments and correlate information to facilitate effective decision making.
  • Strong interpersonal skills with the ability to collaborate effectively with multiple/diverse functional areas and multiple business unit leaders and stakeholders.
  • Ability to work a flexible scheduling including off-shifts, weekends and holiday, as necessary.

Physical Requirements and Working Conditions:
  • Must sit, stand, walk, and drive throughout the workday and must lift up to 35 lbs. occasionally. Must be able to push/pull with 35 lbs of force.
  • Temperature in working environment (when outside) may vary between - 10 to 90 degrees due to seasonal changes.
  • Operates all equipment necessary to perform the job.
